CONSULTATION DOCUMENT 2/2023 LONG-TERM TRADING OF GUARANTEES OF ORIGIN (GOS) PROPOSAL FOR THE INTRODUCTION OF A GO BULLETIN BOARD

GME has published the Consultation Document 2/2023 with a view to gathering comments on the proposal to introduce a GO Bulletin Board as part of its P-GO systems. GME has formulated the proposal in compliance with article 5, para. 3 of Decree of the Minister of Environment and Energy Security no. 224 of 14 July 2023 (implementing article 46 of Legislative Decree no. 199 of 8 November 2021 on Guarantees of Origin).

Comments must be transmitted by using the Excel template attached to this consultation document. Comments transmitted in other formats will not be accepted.

DCO 08/2014 PROPOSED CHANGES TO THE RULES AND REGULATIONS OF THE MARKETS AND PLATFORMS ORGANISED AND MANAGED BY GME

With this consultation document (Consultation Document 8/2014), GME intends to gather comments and suggestions from interested parties about some changes to the provisions of the Rules and Regulations governing its markets and platforms. The proposed changes are focused on: the disciplinary measures that GME adopts in case of breaches of the Rules and Regulations by participants; the requirements for participation in/suspension/exclusion from the market/s; and the provisions regarding the resolution of complaints about market operations.
Considering that the above provisions have a cross-cutting nature within the different markets/platforms that GME organises and manages, apart from obvious differences related to the specificity of each market, GME plans to globally revise the Rules/Regulations, with a view to achieving a structured and homogeneous regulatory setting to the benefit, among others, of participants active on the different markets/platforms.

P-RECO: TAKE-OFF OF PLATFORMS FOR GUARANTEES OF ORIGIN

We inform you that, today, Gestore dei mercati energetici (GME) will launch its two P-RECO platforms, in compliance with art. 6, paras. 6.6 and 6.7 of Decision ARG/elt/104/11, adopted by Autorità per l’Energia Elettrica e il Gas (AEEG).

The platforms are:
·         the M-RECO, i.e. the regulated market of guarantees of origin (RECOs) where GME will play the role of central counterparty;  
·         the PB-RECO, i.e. the platform for registering bilateral transactions of guarantees of origin concluded by operators off the market or resulting from the auctioning procedures organised and managed by GSE under art. 4, para. 4.2 of AEEG’s Decision ARG/elt/104/11.
The provisions covering the admission to and the functioning of the M-RECO and of the PB-RECO are set out in: i) the Rules governing the operation of the regulated market and of the platform for registration of bilaterals of guarantees of origin (hereafter P-RECO Rules), issued by GME and approved by AEEG on 22 Dec. 2011, as subsequently updated on 10 May 2012; and ii) the procedural and implementing provisions of the P-RECO Rules (Technical Rules) posted on GME’s website and effective as of today.
In accordance with Title II of the P-RECO Rules and under the procedures established in Technical Rule no. 01, parties wishing to participate in the P-RECO must submit to GME:
1.    the P-RECO participation application, in the format of Annex A to the P-RECO Rules; if the applicant is an organisation, the application must be signed by the legal representative or duly authorised person of the organisation and accompanied by a declaration certifying his/her powers of representation. In the application form, the applicant must specify whether he/she/it intends to participate in the M-RECO or PB-RECO or both systems making up the P-RECO; 
2.    the P-RECO participation agreement, in the format of Annex B to the P-RECO Rules.
Parties wishing to participate in the P-RECO may submit their applications, as indicated above, from 15 May 2012 on.
It is worth recalling that operators wishing to enter orders into the M-RECO or to register bilateral transactions on the PB-RECO must have at least one ownership account in GSE’s RECO Registry. Access to the M-RECO and PB-RECO systems will take place through one or multiple access profiles, with which the operator is registered with GSE’s RECO Registry. Each access profile is associated with a corresponding ownership account in GSE’s RECO Registry. The M-RECO and/or PB-RECO access profiles must be specified together with the related ownership accounts, where available upon submission of the participation application (point 6 of Annex A to the P-RECO Rules).
With a view to enabling interested parties to familiarise with the functioning of the P-RECO systems, GME will hold a meeting with operators on 22 May 2012 and then conduct blank tests on 28, 29 and 30 May, from 10:00 to 13:00. Details about the tests will be subsequently published on GME’s website.
 
The following is a concise timeline for participation in the P-RECO systems:
1)    15 May 2012 – first useful date for submitting the P-RECO participation application;
2)    21 May 2012 – first useful date for registration on the platform;
3)    22 May 2012 – meeting with operators
4)    28-30 May 2012 -blank tests
5)    11 June 2012 - take-off of the PB-RECO
6)    5 July 2012 - first session of the M-RECO
