On 4 December 2009, AEEG (Autorità per l’Energia Elettrica e il Gas - the Italian electricity & gas regulator) issued a
communiqué, which was also posted on
GME’s website. The communiqué listed the market operators who were required to report forward-contract purchases and sales to GME. The operators were identified under the criteria referred to in paras. 1.1 and 8.4 of “TIMM” (the so- called “operatori rilevanti” - “relevant operators”). The communiqué also set the start date of the reporting operations to 1 January 2010, postponing the deadline for sending the contracts made prior to 1 December 2009 to 15 February 2009. In this connection, GME clarifies that:
- the platform for collecting the data to be reported under paras. 8.4 and 8.6 of TIMM will be available on a secure connection at
https://pde.ipex.it from 1 January 2010; access to the platform will take place by entering the credentials
(username and password) used during the testing stage, which started in April 2009 and is still under way.
- under para. 8.6 of TIMM, all market operators (“relevant” and “non-relevant”) are required to daily report the available hourly capacity shares that they hold in respect of the generating units for which they have been authorised to submit bids/offers by the respective dispatching user; the notification must be made within 9:00. Failing this notification, the latest notification transmitted by each market operator to the platform will be deemed to be valid. Failing the latter notification, the system will assign each operator with the capacity share notified by the dispatching user under para. 18.3 of AEEG’s Decision 111/06.
