PDC-OIL
GME organizes and manages the Mineral-oil storage and transit capacity data reporting platform (PDC-oil) through which the obliged parties, referred to in art. 21, paragraph 2, of the legislative decree 31 December 2012, n. 249, and referred to in article 2, paragraph 1, of the ministerial decree 5 July 2017, no. 17433, fulfill their obligations to report annual and monthly data on the storage and transit capacity of mineral oils.
With reference to the notification of annual data, Article 21, paragraph 2, of Legislative Decree 249/2012, provides that the parties holding, for any purpose, mineral-oils storage capacity in Italy (even if not utilized), in deposits with a capacity greater than 3000 cubic meters, are required to annually report their available capacity to GME by using the data reporting template approved by Decree of the Ministry of Economic Development (Directorial Decree 17371/2013). By Ministerial Notice of 1 July 2013, the Ministry of Economic Development clarified that the parties subject to the obligation to notify GME with data concerning the storage capacity of mineral-oils, referred to in Article 21, paragraph 2 of Legislative Decree 249/2012, is the party holding the storage facility or in the case of lease of the plant, the only lessee.
With reference to the notification of monthly data, Article 2, paragraph 1, of the Ministerial Decree 5 July 2017, no. 17433 provides that holders of mineral-oil storage depots located in the national territory with a capacity greater than 3,000 cubic meters are required to report to GME the data on the monthly storage and transit capacity of mineral-oils used for their own use, used on the basis of contracts signed, and the data on capacity available for third-party use. The same decree provides that, in the transitional trial period referred to in Article 4, paragraph 4.2 of the same Decree, the monthly data on the storage and transit capacity of mineral oils is carried out according to the procedures set forth in Ministerial Notice no. 1612 of 19 January 2018. In the same Ministerial Notice the Ministry of Economic Development clarified that the parties subject to the obligation to notify GME with data concerning the storage capacity of mineral-oils, referred to in Article 2, paragraph 1 of Ministerial Decree of 5 July 2017, no. 17433, is the party holding the storage facility or in the case of lease of the plant, the only lessee.
Through the PDC-oil, the following data is acquired:
-personal data of the obliged parties;
-annual data on logistics capacity, notified by the obliged subjects, the data reporting template approved by Decree of the Ministry of Economic Development 17371/2013;
-monthly data on logistics capacity, notified by the obliged parties during the transitional period, according to the provision of Ministerial Notice no. 1612 of 19 January 2018.
